Management recognizes the critical importance of objectivity when executing management system certification activities, systematically managing potential conflicts of interest, and ensuring the absolute objectivity of its certification processes. United States Certification (USCERT) retains sole authority and accountability for all decisions relating to its certification operations.
United States Certification (USCERT) maintains a rigorous process to identify, evaluate, mitigate, monitor, and document risks associated with conflicts of interest arising from the provision of certification services, including any ongoing conflicts resulting from its corporate relationships. The operational impartiality of United States Certification (USCERT) dictates that certification activities remain strictly decoupled from other organizational functions or commercial services (such as joint pricing structures, marketing, or sales operations).
Where any threats to impartiality are identified—such as self-review, self-interest, familiarity, or threats of coercion and intimidation (including scenarios involving wholly-owned group subsidiaries seeking certification from a parent organization)—United States Certification (USCERT) will document and demonstrate how it eliminates or minimizes such threats, alongside documenting any residual risks. If a threat to impartiality cannot be successfully mitigated, regardless of whether it originates within United States Certification (USCERT) or from the activities of other individuals, bodies, or entities under its control, certification shall not be granted.

All internal and external personnel operating on behalf of United States Certification (USCERT) are required to formally declare that they are free from any undue commercial, financial, or other pressures that could compromise their professional objectivity. Personnel who have provided management system consultancy to an organization seeking certification within the prior two years shall not be deployed in any capacity within the respective certification cycle. Contracted personnel are legally mandated to disclose any situation that may constitute a conflict of interest. If the absence of a conflict of interest cannot be definitively demonstrated, the personnel shall not be assigned to the assessment team.
United States Certification (USCERT) enforces structural and organizational independence, ensuring that final certification decisions are made by competent individuals entirely distinct from those who conducted the conformity assessments. United States Certification (USCERT) ensures that the activities of any related bodies do not compromise the confidentiality, objectivity, or impartiality of its certification processes. The organization proactively avoids any scenarios that could induce a conflict of interest from related entities, particularly if a related body has a commercial interest in the outcome of an assessment. The Certification Manager (CM) holds full accountability for finalizing certification decisions, provided they have not participated in the direct evaluation process.
Should an unresolvable conflict of interest be identified, United States Certification (USCERT) will refuse to provide certification services to the entity in question. United States Certification (USCERT) guarantees that nothing is stated or implied to suggest that certification would be simpler, easier, faster, or less expensive if a specific consultancy or designated personnel were utilized. The operations of United States Certification (USCERT) are never marketed, represented, or linked in association with the activities of any management system consultancy organization.
